Han-Teng Liao (Member, IEEE; DPhil. Oxon.) was born in Taipei, Taiwan, in 1976. He received the B.E. degree in electrical engineering (NTUEE) and the B.A. degree in Foreign Languages and Literatures from the University of Taiwan, Taipei, Taiwan, in 2000, and the M.E. degree in computer science & information engineering (NTUCSIE) and the M.A. degree in journalism at the same university in 2004. After working as a project manager for the open source software platform called Open Source Software Foundry at the Institute of Information Science, Academia Sinica, Taipei, Taiwan, and later as a battalion-level Political Warfare Officer and acting Company Leader (compulsory Taiwanese military service), he earned the D.Phil. in Information, Communication and Social Science from the University of Oxford, Oxford, UK in 2014, with a thesis on the governance and performance of open collaboration across different national, regional and linguistic boundaries.

From 2015 to 2016, he conducted evidence-based policy research work as the first Research Fellow at the United Nations University Institute on Computing and Society (UNU-CS), Macau, China, after working as the Yahoo! Fellow at the Institute for the Study of Diplomacy, School of Foreign Service, Georgetown University, Washington D.C., USA and a Summer Fellow at the Alexander von Humboldt Institute for Internet and Society, Berlin, Germany.

Since 2017, he has been an Associate Professor at the Nanfang College-Guangzhou, previously known as Nanfang College of Sun Yat-Sen University. His current research interests include green digital transformation, AI for good, Technology for good, carbon neutrality, socio-technical transitions, sustainable supply chains, and speculative design for future technologies. As the Director of Higher Education Impact Assessment Center (also known as GDT for Green Digital Transformation ), he has been advancing the teaching and research on sustainable development with innovative API-based artificial intelligence project management and product design courses and workshops.

He was the Conference Chair of the World-Eco Design Conference 2019: Sustainable Development Innovation Design and Internet Ecology (with a report called “Internet Eco-Design for Good“), held in Conghua, Guanzhou, China. He was the Conference Organizer of the Chinese Internet Research Conference 2011 (Chinese Factors in Internet Development: Global Public Goods, National Policies, and Private Interests), held in Washington DC, US.

He continuously works in the area of AI for Good and technology for Good, including the cross-disciplinary work in the area of green digital transformation with the team members of the university-level GDT for Green and Digital Transformation and the ESG Data-Driven Decisions Lab at Nanfang College-Guangzhou, formally known as Nanfang College of Sun-Yat Sen University.

He recently received a Certificate of Merit at the 2021 IEEE TEMSMET Conference for his leading role in the collaborative research work on CSR (Corporate Social Responsibility) and ESG (Environmental, Social, and Governance) reporting. He is a member of the IEEE TEMS and the IEEE Student Branch Counselor at the university. His current research purpose is to advance the Industry-Academia collaboration for eco-design business ecosystems, especially regarding the ways in which platforms such as cloud computing (e.g. Software as a Service), artificial intelligence (AI) and big data can advance sustainable development goals (primarily carbon neutrality-related climate goals) by monitoring, analyzing, evaluating and designing key indicator metrics that define and concretize the “working consensus” for applying emerging and future technologies in an integrated, auditable, and responsible way.
